Overview

This page explains what information Royal Cornwall Hospitals NHS Trust (RCHT) makes routinely available and how it can be accessed.

Our Publication Scheme fulfils the requirements of the Freedom of Information Act 2000 and reflects the requirements of the Information Commissioner’s Office (ICO) as per the model publication scheme for public authorities.

Royal Cornwall Hospitals NHS Trust has appointed a local external auditor in line with the Local Audit and Accountability  Act 2014.  Following due process Grant Thornton LLP have been appointed for a period of three years commencing with the 2023/24 financial audit with an option to extend the contract for a further two years.

The Local Auditor Panel agreed the procurement process following use of the North of England Commercial Procurement Collaborative framework agreement and recommended the appointment of the preferred bidder following evaluation.  The Trust Board accepted the recommendation of the Local Auditor Panel and agreed the appointment on 2 February 2023.

Registers of Interests

Trust Board Members Declarations of Interest are reported to every Trust Board meeting. A copy of the latest Declaration can be found with the Board meeting papers. The Trust also publishes the Register of Interests and Register of Gifts, Hospitality and Sponsorship for Trust staff. This is in line with our Gifts, Hospitality, Sponsorship and Declarations of Interests Policy.

Additional services

At present, all the information we proactively release is available free of charge on our website. If in the future, we make information available but do not publish it on our website we will update this publication scheme to explain how you can access it. We will also explain any charges that may be necessary.

Any charges made by RCHT for routinely published material will be justified and transparent and kept to a minimum. Charges may be made for information subject to a charging regime specified by Parliament. Charges may be made for actual disbursements incurred such as:

  • photocopying;
  • postage and packaging; and
  • the costs directly incurred as a result of viewing information.

Charges may also be made for information provided under this scheme where they are legally authorised, they are in all the circumstances, including the general principles of the right of access to information held by public authorities, justified and are in accordance with a published schedule or schedules of fees which is readily available to the public.

Charges may also be made for making datasets (or parts of datasets) that are relevant copyright works available for re-use. These charges will be in accordance with either regulations made under section 11B of the Freedom of Information Act or other enactments. Information held by a public authority that is not published under this scheme can be requested in writing, when its provision will be considered in accordance with the provisions of the Freedom of Information Act.
